德國籍學人Merlin Penny於107年03月30日報到，他是德國柏林自由大學（Free University Of Berlin）的博士候選人，研究主題為「(Dual) vocational training in Taiwan: How can theory and practice become better complements?」，研究期間為107年04月至12月。在臺駐點機構為國立臺灣大學公共經濟研究中心。
