俄羅斯籍學人Iakov Mirkin先生於113年2月2日報到，他是獨立研究員，研究主題為「Decoding the Taiwan Economic Miracle: Leveraging its Experience and Best Practices for the Enhancement of Trade and Economic Cooperation between Taiwan and Post-Soviet States, and Advancing their Integration within the Asia-Pacific Region and on a Global Scale」，研究期間為113年1月至5月。在臺駐點機構為中央研究院經濟研究所（Institute of Economics, Academia Sinica）及國立政治大學俄羅斯研究所（Graduate Institute of Russian Studies, National Chengchi Universtiy）。
