印度籍學人Rupakjyoti Borah教授於104年3月11日報到，他是印度潘迪迪達雅爾石油大學（Pandit Deendayal Petroleum University）助理教授，研究主題為「India's Importance for Taiwan's Energy Security: A Critical Appraisal in the Light of India's “Look-East Policy” (1991-2010)」，研究期間為104年3月至12月，在臺駐點機構為國立中興大學國際政治研究所。
