荷蘭籍學人Tobias Burgers於107年01月09日報到。他是德國柏林自由大學(Free University Berlin) Otto Suhr Institute 的博士候選人，研究主題為「The rise and increasing use of cyber and robotic technology in East-Asian security affairs, its implications for regional security and how it could open a framework for possible Taiwanee-Japanese defense cooperation.」，研究期間為107年01月至06月。他在臺駐點的機構是臺灣安全研究中心(Taiwan Center for Security Studies)。
