菲律賓籍學人Herman Joseph Santos Kraft博士於107年02月06日報到，他是菲律賓大學（University of the Philippines）政治學系副教授，研究主題為「Human Rights in ASEAN and its significance to Taiwan’s Southbound Policy」，研究期間為107年02月至06月。在臺駐點機構為國立中山大學東南亞研究中心。
