哥倫比亞籍學人Julio Cesar Cepeda Ladino 教授於108年04月03日報到，他是哥倫比亞教育與科技大學 ( Universidad Pedagógica y Tecnológica de Colombia ) 教授，研究主題為「Latin America and Asia-Pacific at the Beginning of the 21st Century. Social Construction of a Region in the Pacific Rim」，研究期間為108年04月至12月。在臺駐點機構為國立政治大學國際關係研究中心。
