加拿大籍學人Stephen Noakes 博士於108年07月22日報到，他是紐西蘭奧克蘭大學 ( University of Auckland ) 博士後研究，研究主題為「Empire's Outposts: Chinese Aid in the South Pacific」，研究期間為108年08月至12月。在臺駐點機構為國立臺灣大學政治學系。
