比利時籍學人戴里仁（Charles-Emmanuel Detry）先生於113年4月9日報到，他是法國巴黎第二大學（Paris-Panthéon-Assas University, France）博士候選人，研究主題為「The Status of Taiwan in Light of the Regulation of the Use of Force in International Law」，研究期間為113年4月至12月。在臺駐點機構為國立政治大學國際關係研究中心（Institute of International Relations, National Chengchi University）。
