索馬利亞學人Ahmed Mahdi Hussein於113年12月19日報到，他是索馬利亞資訊、文化和國家指導部（Ministry of Information, Culture and National Guidance, Somaliland）公務員，研究主題為「Assessing the Impact of Diplomatic Cooperation between Somaliland and Taiwan on Regional Stability Indices in The Horn of Africa.」，研究期間為114年1月至8月。在臺駐點機構為銘傳大學國際學院國際事務與外交學士學位/碩士學位學程（International Affairs & Diplomacy Bacholar and Master's Program, International College, Ming Chuan University）、國立臺北大學（National Taipei University）及國立政治大學國家發展研究所（Graduate Institute of Development Studies, National Chengchi University）。
