烏克蘭學人溥猷立（Yurii Poita）於114年2月10日報到，他是烏克蘭智庫軍隊轉型和裁軍研究中心（Center for Army, Conversion and Disarmament Studies）的亞太部主任，研究主題為「The Impact of the Russian-Ukrainian War on the Security of the Indo-Pacific」，研究期間為114年2月至12月。在臺駐點機構為國防安全研究院（Institute for National Defense and Security Research (INDSR)）。
