墨西哥學人羅伊紗（Raquel Isamara León de la Rosa）於114年4月1日報到，她是墨西哥普埃布拉功勛自治大學（Autonomus University of Puebla）的教授，研究主題為「Semiconductor Geopolitics and its Impact in Indo-Pacific」，研究期間為114年4月至7月。在臺駐點機構為國立政治大學國際事務學院外交學系（Department of Diplomacy, College of International Affairs, National Chengchi University）。
