衣索比亞學人Nasir Mohamed Ali於114年6月27日報到，他是索馬利蘭哈爾格薩大學和平與衝突研究所（Institute for Peace and Conflict Studies, University of Hargeisa, Somaliland）的所長，研究主題為「China–U.S. Battle for Supremacy in the Horn of Africa and its Implications for the Regional Security」，研究期間為114年7月至12月。在臺駐點機構為國防安全研究院（Institute for National Defense and Security Research (INDSR)）。
