菲律賓學人Gloria Mercado於115年1月6日報到，她是亞洲卓越發展與安全中心（Asian Center of Excellence in Development and Security (ACEDS)）的主席，研究主題為「Governing the Soul of the Republic: Emotional Legitimacy, the National Sentiment Index, and the Affective Landscape of Philippine-Taiwan Relation」，研究期間為114年1月至12月。在臺駐點機構為國防安全研究院（Institute for National Defense and Security Research (INDSR)）。
