泰國學人黃倩筠（Suthasinee Phonsakunphaisan）於115年4月7日報到，她是泰國清邁大學（Chiang Mai University, Thailand）的講師，研究主題為「A Comparison of China's and Taiwan's Foreign Policies in Southeast Asia: A Case Study of the KMT Soldiers and Their Descendants in Northern Thailand」，研究期間為115年4月至6月。在臺駐點機構為國立政治大學外交學系（Department of Diplomacy, National Chengchi University）。
