英國籍學人Lindsay Black教授於1月19日報到，他是荷蘭萊頓大學（Leiden University）助理教授，研究主題為「Going South or Going Sour? The Prospects and Pitfalls of Taiwan's New Regional Strategy」，研究期間為106年1月至5月，在臺駐點機構為臺灣大學政治學系。
