美國籍學人John Christopher Upton（歐啟祥）先生於6月30日報到，他是美國印第安那大學（Indiana University, Bloomington）博士生，研究主題為「Rights and Rule-Crafting Processes in Taiwan's Indigenous Rights Framework」，研究期間為106年7月至12月，在臺駐點機構為中央研究院民族學研究所。
