  • How Taiwan's digital democracy and new tools used to improve political life can help Western democracies and strengthen cooperation and ties between Taiwan and Europe. Questions to be addressed : - how were the various tools framing the « digital democracy » in Taiwan elaborated ? - what was the process leading to the current « digital management » of the « bottom-up » functioning of Taiwan democracy ? - what has be learnt from the very first attempts at generalising citizens’ initiatives in proposing topics to be submitted to the voters ? - how is the process being monitored and improved ? - how is the balance struck between the necessary consideration of minority interests, care for the « less-listened to » populations and the need for an operational democracy which has to take decisions and implement them ? - how acceptable had been the smart use of digital tools previously used to rebuff cyber hackings and fake news targeting Taiwan opinion which had been eventually turned into ways to inform, track and protect the population during the first wave of the pandemic ? - which lessons could be drawn from the Taiwan experience for Western democracies ? - do not Taiwan democracy and Western democracies share a (wrong) feeling that the world is not as dangerous as said ? Is their a risk that a « cosy » democracy risks ending up being too relaxed, less aware, when circumstances become « normal » again and when people wish to be relieved from what can be ssen as a « big brother » approach to public policies ? - how to help Western societies regain a feeling of « common good » as opposed to individualism, which, during the times of the pandemic, was obviously more prevalent in the West than in Taiwan for example ? - in turn, are the Western democracies able to extend proposals to Taiwan in terms of managing relations with the most friendly neighbours and help Taiwan be part (if not centre) of a regional entente where memories from the past could be overcome, leading to common approach to cooperation in the region. As a place where a hard work has been conducted to reconcile various layers of the population and has reached some success, Taiwan has, in a sense, achieved goals which some countries in Western Europe (e.g. France) have also tried to achieve. Sharing of experience and successes in such fields could help not only bring Taiwan society together but also find ways for a « North-East Asia reconciliation » take place, moulded from what France and Germany have achieved.
