菲律賓籍學人Mark Manantan於108年02月14日報到，他是菲律賓亞太進步交流機構 ( Asia Pacific Pathways to Progress Inc. ) 副研究員，研究主題為「An Assessment of Taiwan's Soft Power Diplomacy: The Case of the Southbound Policy」，研究期間為108年02月至12月。在臺駐點機構為國立政治大學東南亞研究中心。
