He is an Indian scholar who is an assistant professor at the Department of Political Science, University of Delhi, India. Dr. Kumar’s research period in Taiwan is from January to December, at the Graduate Institute of Development Studies, National Chengchi University. His research topic is "Taiwan's Centrality in the Free and Open Indo-Pacific: Perspectives from the United States, India, and Japan".
